use photoshop.

write the subtitles in whatever color, and have a transparent color for the background ( such as blue ).

then go into premiere, use transparency and motion to put it in.

You can easily subtitle in Premiere just using titles, but it is very time consuming

Winproducer is a video editing tool, (cool and practical, but not as powerful as premier) and it has an very good tiling utility, it really beats the cr** aout of premier for that use, you should try it, I think they got a 30 day full trial version.

it also has some very cool transitions, it has one that looks very "starwars"

alright, i already found something, but i think i'm going to try bangoker's solution

Grant and Dr. Crawford:
i also found these solutions on the internet, but they 're very time consuming...
if i wasn't so lazy, i would do it.
But i'm not only a no-budget man, also a no-effort man :p
