A friend of mine wants to know how easy and effective it would be to place a tattoo on a moving person by using Premiere?
Are there any other ways for him to do it during the editing phase or do you have any other reccomendations?
I have told him just to put a fake one on but he is still set on adding one later.
Any help or advice would be good.

This sounds like he needs to work individual with each frame of the source to guarantee the position remains fixed relative to the movement. Premiere, (from bitter experience) is not very good at positioning a transparent layer on top and then moving it around, mainly because the control interface is a bit cr**. I would suggest that if he is so determined that better results would be had with PSP or COREL. Using a photo editor it will take much longer to produce but you can control the blending of the two layers and the required distortion of the tattoo.
