i dont think that you can change the region of a dvd with a program. There are programs to allow dvds of any region to be played on computers, and I think some dvd players have codes (set by the manufactora) to allow them to play any region dvd. DVD/RW may be a different story.

Any computer DVD player should be able to play DVDs from all regions. Many set top DVD players that can play all regions exist too.
