Live Type or similar for PC?

ok so some of you may be familiar with Live type which is part of final cut pro. i do not use final cut but i love this title program because it gives you the ability to make great looking animated titles quickly with quite a bit of control too. My question is, is there a program or a plug in which is similar? if there is a plug in available it would have to be for premiere pro or after effects because that is what i have. I do not mind paying for new software or for plug ins as long as they are good quality.

P pro has a titler section to it. I wanna say the short cut to it is F9? I'm at work right now and dont have the program or my keyboard in front of me. But you can create text with many different styles and fonts and animate it using key frames if you want.
