umm i'm assuming u mean premiere here and i think its exactly the same way you change the speed or reverse video but i did it while using a sound program called audacity. for the sound you want have you tried using a wind sound and dropping the pitch in a sound editing program? (if memory serves audacity is free and it does heaps of stuff really well - a good alternative to acid pro which i also have)
