does anyone know what programs can do cgi on macs, more specifically mac osx?

Adobe After Effects, Adobe Premiere, Apple Final Cut Pro (1,2,3,4, and HD), Final Cut Express , and iMovie with eZedia plugin eZeScreen. Those are the ones for Green-screening. For cgi you can use Lightwave 3D, Borris 3GL, Carrara 3D Basics or Studio. (All available from the Apple Store)

i am thinking of getting final cut express. im glad to hear that it does green screening! does anyone know if you can also make muzzle flashes in express?

Yes, it can do the compositing needed for flashes.
