does a dvd burner make vcd's?

if not, what does? a normal cd burner?

Yes, a dvd burner will make VCD's along with most other discs. They call DVD burners Superdrives because they are the top notch burners out there. Able to burn eveything. Hope that helps.

You can create a VCD with a normal CD burner. VCD is usually written to a CD-R because that is the media the VCD format was designed for.

Nero burning Rom allows you to create VCDs. There are plenty of other programs out there as well. Check out www.dvdrhelp.com for info on creating a normal VCD.
