Is this type of software available?
Is 3D modeling software available, where you can scan in a picture or draw freehand in 2D, and the program converts it to a 3D, animatable image?

Generally, 3D programs work on the basis of points making up an image. The points are joined up together, and the polygons created are filled with the texture you desire, that could come from a photo.
If you want to create a 3D image from a photo, as far as I know, you need to at least roughly create a 3D model, and then map the image over it. The program will calculate where to bend the picture, shade it, etc. but you need to start off with a shape for it to cover. I used to do 3D work on AutoCAD, which was a pig to use, and I still haven't found any software that's any more user-friendly!
