Premiere Pro problem

i have never had this problem before but i can only add sounds to audio track 4. it won't let me drag them onto any other tracks and they are not locked. i tried removing all the audio tracks and adding them again and it wont work. ideas?

The sound you are trying to add, is it stereo or mono? You can't add mono files to stereo tracks. That could be the problem.
