one part sped up, one part slow
I want to make it look like, in a future film, that someone is walking down the street, and everything around him or her is sped up x like 1000....how do i do this.....

Well, all I can think of with that set up is filming it using time lapse (If your camera has it) and having the actor you want to be moving at normal speed walk really slow and have all the others walk at normal speed. Wait, hold that thought, I guess you could just film it normally using the same idea and speed it up.

could i tape one continuous spot, then film me in that spot, then put it as a transparency in adobe? i've done that with cloneing....

why dont u lock off the camera and put markings on the ground then film you walking and then get everyone else walking. then cut the video of you walking and mask out the sides where people are walking and slow it down while speeding up the footage of everyone else walking and put it in the background. adding some blur also helps. watch the end of queen of the damned for a good example

its easier than it sounds. wont work for a moving shot tho. i was gonna put a tutorial up on my site but i never got around to it.

there is a way you could make it look good without a greenscreen but there will be alot of work and planning involved...
first you have to plan where your character will walk and get everyone who will be sped up to walk but keep out of the way of where the actor will be walking... this will be the backplate used in the effect.
you will then need to get rid of all the actors except for the main actor who will appear slow to walk the path you planned earlier... this will be a foreground layer we will tinker around with a bit.
now just take the original backplate footage speed it up add some motion blur and then get your actor footage and you can either mask around him with a garbage matte... or you could get a matte generation prog that uses tracking like mokey to generate a matte for your actor.
if you had a greenscreen you could film people walking fast in front of the camera to simulate people in fast motion speeding past the foreground

They did the same thing for Freddy vs. Jason. Basically they greenscreened the girl out of the foreground and repeated the camera move. You also can't not have a greenscreen. Any solid color will do. I used a bed sheet for my "greenscreen." It also doesn't have to be green, as long as it's not red or something it will do fine.
Or, you could just hand draw the actor out frame by frame.
