Cutting up MPEG files

Does anybody happen to know how to cut down an mpeg movie file into something smaller?

I have a 21.4 Mb mpeg movie of which I only want a small section, say 1Mb. Can it be done using the usual windows tools or will i require a piece of specialist software?

TMPGEnc has an 'mpeg tools' section which allows you to cut/merge mpegs.
I have used it for videocd stuff. The latest version is 2.54 i think.

The official demos are available from http://www.tmpgenc.net/ but other versions are available from 'unofficial' sites.

Do a search for AVI2VCD which is basically a version of AVI2MPG1, but has the option to chop movies in certain places. Both programs are free...

3 question need to be answer please!!!!

1st question is: what is the best converter out there, to convert avi2mpeg,mpeg2,vcd, and dvd (i prefer if it also vice-versa) if there any. right now im using the TMPGEnc-2.5 converter. but it slow and the quality isnt that great. so i want a converter that is simple to used, at the same time very fast and give me the best quality+audio for vcd/svcd converter have to offer.

2nd question: how would i be able to make a Svcd???? and please i need detail.

3rd: i have the matrix movie in svcd format that i happen to download off of the internet. but for some reason when i burn it into a vcd on nero and play it on my dvd player, the quality was really bad. that never used to happen before when i made my other vcd with mpeg1 format. the film move very slow like it was shaking, and there were these big patch of square (sometime in different color but mainly green.) please help me to shove this problem. also the film work find in the computer.

I couldn't tell you i never use them

answer to question 2:
get yourself a copy of Nero Express and SVCD away

answer to question 3:
erm... maybe the disc is corrupted i don't know it has never happened to me
