Heya, not too sure which you tube video you're talking about - and it kind of depends what effect you're looking for.
You might want to try this fairly easy technique - Premiere 1.5 should have a colour matte - I'm using premiere pro 2 so can only tell from that...
Anyhoo - at the toolbar at the top of Premiere, there should be Colour Matte option (I'm not at home at the moment so cant direct you exactly to where this should be - try under tools or whatever) If you choose a white matte a new 'reel' should be added into your bin - just a screen completely white.
Now, all you have to do is add the white matte to your video and add the cross dissolve or cross fade into it. Obviously, the white matte should not be there for more than a second otherwise the lightning will look fake - but it will literally be one of those quick flashes that comes on the screen.
If you're looking to do lightning like, from the sky and being able to see the streaks an all, you might want to check out www.force.net and see how they do their 'jedi force lightning' techniques and then convert it to fir your piece.
