For soundproofing, you can buy rolls or tiles of cork and then glue them to the walls. It works best on a carpeted room. A spray sealer is often used on "pimped-out" cars, it's a lot more expensive and you'll need a looooooooooot of cans of the stuff to cover a wall.

Soundproofing? Just hang up some thick wool blankets and cover anything with a flat surface. It's not PERFECT, but neither are most studios I've been in!
