In the olden days (say, the year 2000) getting a decent capture card wasn't easy. These days it isn't so hard. Even the most modest of PC is capable of fairly decent video capture. I bought a Studio DC10+ capture card and it worked fine in my AMD 400MHz.
I have read reports that even some 30 TV cards can capture reasonable video. It all depends on what you want to capture, how much you've got to spend and what spec your PC is.

Depends what you know about editing
If you just wanna do basic movie editing than get a pinnacle card they go for about 99 dollars and are diesent considering its for basic editing usage
