It looks as if it is probably a frequency response switch. The _ position indicates a flat frequency response and the /-- indicates a high pass filter i.e. reduces lower frequecies amplitudes. At what frequency this filter switchs in I dont know.

Goldwave HAs a really good noise redcution.
Yiou select a section of audio which has just the noise ie when there is no dialogue.
It then creates a filter based on the example audio and applies it to all of the track.

You could use cat 6 cable screen twisted pair it will do better if it is an electrically noisey area, it will be more expensive as well

Just use the motion fixed effect( allready on every bit of footage). Turn off aspect ratio and make the width 50 % change the X axis position to half its current value. place the right hand side footage in another layer a do the same to the width but multiply the x pos value by 1.5

Yes this will work and not too hard. Do what you describe but rather than create a track matte if you have a single frame of the street with no cars visible then you can use a difference matte to key the traffic.
