It's called Vimeo, they allow you to upload only 250mb worth of footage a week and the final render for this was only 150mb. It can be any length in time as well.

Google Video offers streaming on the web where you can put a price on it and people have to buy it to watch it. The best option is to set up some screenings in your town and then sell some copies after the showing. That requires money though...to rent out the theaters.
