The white dots wont be a problem, the issue is getting a gun barrel image that you can use. If you can find an image looking down a gun barrel, just circle out the middle with photoshop and replace it with clear or green so that premiere can replace the clear section or the green with video. I think green screening the tv and then the actor is going to be the only way I can think of. On the walk, yeah, delete pieces, speed up, slow down...little flash here and there.
