I belive (I very well may be wrong) you can use free hand files in Final Cut Pro 4 and up. Now I may be wrong so reasearch it first but I DO KNOW that layered images such as ones you might make in Adobe Photoshop STAY LAYERED when you import them so you can mess around with the layers in Final Cut. ...

I use final cut so im not sure if this will be helpful but...

Try copying the masked actor and then paste him onto a new layer. This way when you add the effect to the new layer he is the only thing blurred!

Final Cut and LiveType are very esay to use and can do amazing things. why does everyone seem to put it down? I have used mac my whole life and windows just seems to choppy and 'down to buisness' fo me.

I used Final Cut Pro HD to edit the video clips and LiveType for the rest.
